Set owner (Eggdrop Configuration)

This is part of the eggdrop configuration for setting immutable owners on the bot. The configuration option takes a comma-separated list of handles which will have the owner flag (+n) until the handle is removed from the configuration option.

StormBot owners must set this configuration option in order to have complete access to StormBot configuration options.
